Unable to make a connection between Jenkins master and slave even after configuring ssh

Question

I have 2 AWS accounts and using one account for  Jenkins master and another for Jenkins slave. But unable to make a connection between master and slave. I already configured the ssh key but no success, it shows timeout. Even it's not making ssh connection.

Any suggestion.

Delete the instance and spin up a new one.
