Network And Connectivity Factors: Power BI mandates a solid network connection that connects the data sources to the gateway. Network issues whereby there are downtimes of the network, firewall configuration blocking the gateway, or even the VPN services being mixed up can cause connection problems.

In The Connection Or Gateway Configuration Problems: It is possible that the gateway was properly installed; however, data refreshes may fail due to wrong data sources not being configured within the gateways, using an old version of the gateway, or access rights being denied.
