Planning the structure and designing the themes in Power BI play fundamental roles in making the reports attractive and easy to navigate. There are some simple rules that you should follow.

1. Responsive Layouts

Utilize Tablet Mode: If any visualizations are out of place, position them within the blank space using grids to keep all elements in line and properly spaced. This way, the report's design is intact, no matter the orientation of the viewer's device.

Flexible Sizing: When editing the visual in the Power BI file, enable the "Responsive" setting so that the visual changes size and layout based on different screen sizes: desktops, tablets, or phones.

Test on Various Devices: It is also advised to check the report on various devices and screen sizes to ensure the quality and legibility of visuals and text and that nothing is over or undersized in case of cutouts or cramped-up texts/pictures.

2. Custom Themes

Brand Coverage: You should be able to design a custom theme that incorporates the organization's branding by customizing the report's colors, font, and style. This can be done either by modifying the theme JSON file or employing the Power BI theme generator.

Color Choice: It is recommended that colors that contrast well be chosen, as this would enhance reading ease. This is particularly helpful to users who cannot see normally when reading your reports.

Keep It Simple: Use a few colors to avoid boring the client. Use bright colors to show critical data trends, for instance.

With regard to these practices, it is guaranteed that your Power BI reports will be pleasing to the eye as well as effective and adaptive to different devices.
