Is there a way to implement event and lambda for all accounts

I have a problem where a third party system needs to get a rest message when an EC2 state changes. I can now imagine that a single organisation might contain hundreds of accounts. What is my optimised strategy for dealing with this?

Is it possible to make "event bridge" and "lambda" under just one of these accounts that applies to all accounts within an organization, or do I need to create them for each of these accounts?
