Tableau align Dual Axis

When I try to re-create the following view, all I get is the below. Where do I right click to select "Synchronize Axis"?

Drag the [Curve] pill to the bar chart's right side. A black dotted line will appear where the axis should be. When you drop the pill, a second axis appears. (Alternatively, right-click on any measure on the rows shelf and select Dual Axis from the drop-down menu.)

Right click on that new axis and click "Synchronize Axis".
