Working with static ip address in multiple devices on different network

I don't know much about networking. So I'm going to need some help with this.

In location A, I have a laptop with a static IP address. This IP address is set up to connect to the cloud-hosted database. Because it is in the cloud, the IP address must be set in the firewall to enable access. In addition, I have a PC in location B. (connected using ethernet). Can I still connect to the database if I set the pc's id address to the same static ip address as the laptop?
