Should I hire a PMP certified project manager or groom someone within organization

Hire a PMP certified, having good project execution experience PM or groom the employee within the organization to take up the new role as PM?

Hiring a certified PMP Certification holder with the required domain knowledge ( respective industry knowledge ) shall be the best option.

How about mixing both? Hire a PM for a small phase of the project and have your employee in your organization shadow-learn from him to be used for future projects.
