ERROR 1819 HY000 Your password does not satisfy the current policy requirements

I tried to create one new user in mysql. But I am getting the below error.

$ CREATE USER 'hiveuser'@'%' IDENTIFIED BY 'hivepassword';
ERROR 1819 (HY000): Your password does not satisfy the current policy requirements

Before setting password in mysql, check the policy requirement using the below command.

$ SHOW VARIABLES LIKE 'validate_password%';
