Follow these steps:

  1. Open the Amazon EC2 console
  2. On the navigation pane, under LOAD BALANCING, choose Load Balancers.
  3. Select your load balancer.
  4. On the Monitoring tab, choose Create Alarm.
  5. If you have an SNS topic that you want to use, select it from Send a notification to.
