Fresher are recruited in just 20% of the companies that too startups. The MNCs they generally look for professionals with experience to handle such situation. In startups there are bunch of people to handle the situation as they are energetic and full of enthusiasm. In MNC you need to take care of your own problem, find your own solution, etc.

So, yes freshers are hired but again only in 20% of the cases. If you have a certification then the chances increases.

Yes, of course fresher can get a job as Oracle Cloud Engineer but he/she has to be very expert in that field. If not expert then they can get a training job in training company.
