The product owner prioritizes the backlog at the start of the project. 

The product owner's responsibilities include:

  • Defining user stories
  • Prioritizing backlog items
  • Aligning the backlog with stakeholder needs along with the business objectives.

Basically, they are responsible for organizing and maintaining the Product Backlog.
