Migrate to Azure DevOps

My development team has an Azure DevOps that they want to migrate to our main Azure Tenant from their individual accounts. I can host the DevOps in the Azure Tenant that I have access to. I'm not sure which one to utilize out of dev.azure.com and visualstudio.com. In order to have unified control over everything, I would like to bring everything to our Azure Portal, where there are now no DEVOPS visible. We would appreciate any assistance.
