Excel - Conditional Formatting not working because cell has an existing formula

Because there is already a formula in the cell, the conditional formatting rules that I am using to highlight a row with value = 1 don't seem to be working. Therefore, I presume that Excel does not highlight the formula since it does not see the actual amount. Exists a way to get around this? When I used =$A2=VALUE(1), certain rows were highlighted but not the right ones.

Go to Conditional Formatting -> Rules to Highlight Cells -> Equals to accomplish this. You then type 1 and choose your preferred formatting.
