Vendor code 17002 to connect to SQLDeveloper

When using SQLDeveloper to connect to a database, I encounter the following error:

An Error was Encountered performing The requested operation:

IO Error: Conection reset

Vendor code 17002.

Could you please help me?

I had the identical issue with Windows and Oracle 11G express. I received the same error message after a protracted wait.

My recommendation is to ensure that the default hostname in SQL developer (which is typical "localhost") and the hostname in tnsnames.ora are the same. You can either change it in tnsnames.ora or fill it up in the SQL developer to accomplish this.

Of course, you must restart each Oracle service (just to be safe).
