How can I increase a scrollbar s width using CSS

Question

Is it feasible to expand the scrollbar's width on a div element included inside a body?

This page runs in full screen mode, thus the browser scrollbar never appears. Instead, the inner div> element has its own scrollbar. I am not referring to the default scrollbar on the browser itself.
