Code PDF friendly HTML page from a Word Document

It's a report file that will eventually be transformed into a PDF and I need to turn it from a word document into an HTML page that Ruby on Rail developers may utilise. What guidelines should I follow to create a PDF-friendly HTML page so that it retains its design and structure after being converted to a PDF?
