Build a bot in Azure online code editor

Question

When I try to build my Azure web app bot online, I get the following error message. Build.cmd succeeds, but deploy.cmd fails with the following problem. I haven't been able to discover any information on how to remedy this problem on the internet. It's strange since it fades away the next day. I'm able to build once, but then all subsequent builds fail. It's strange.

An error has occurred during web site deployment. 'npm' is not recognized as an internal or external command, operable program or batch file.
