Do you need a Tableau Server license to be able to publish content from Desktop to the Server

Question

This question has elicited a variety of responses. Is a Server licence required to publish a report from a desktop to a server, or will a desktop licence suffice? I realise that you can't view reports already on the Server without a Server licence, but is a Server licence required for one-time publishing?
