How can I convert a series of images to a PDF from the command line on linux

I have a scanning server I wrote in cgi/bash and want to be able to convert a bunch of images (all in one folder) to a pdf from the command line. How can that be done?

Not just picture files, but single page PDF files can also be included and combined with photos to create a single PDF file.
Using LibreOffice Draw, combine images into a PDF.
Start the gscan2pdf programme.
Add files, reorder them if necessary, and then click the save icon.
Save the document as a PDF.
