Azure DevOps Test plans for basic User

 I am currently using the Basic account because I am given the possibility to start a free trial of Basic + Test Plans. But I can create test plans, run tests, see the report, etc. Is this usual that Basic users can access this section? If so why should we pay for the Basic+Test Plans variation?
