Tableau report sharing

Question

We have a number of historical tableau reports on the tableau server that we have published. It will be included on a Drupal web page as well as an internal Sharepoint site. The end users/agencies who require interactive viewing of the report are not affiliated with our company. I was curious whether each of these end users would require a specific licence in order to read the reports and interact with them, such as applying a filter to the report.

Our data warehouse is built using Azure SQL, to give you a sense of the needs. Using this information, we must create a metric-based report for each of the agencies with whom we collaborate. We'll then share it with them by putting the report on a Drupal site with individual logins for each agency and stats that are only relevant to them.

We are a non-profit organisation, thus we aim to keep costs low. Is there any other efficient method or BI tool that we can utilise if Tableau is not an option?
