I want to raise the value by 500 of existing column of annual income in python

Question

I'm trying to model a ubi on a data of different levels by raising after housing cost equivalused income by three different levels. However, I've been trying to do this seemingly simple thing and googled it for ages with no luck (and perhaps skill!). Any help super appreciated.
