EC2 Enforce Tagging

Question

I wish to keep track of running instances. I was wondering is there a way to mandate users (IAM) to tag the instance which they are about to tag.

Using CloudTrail to keep a track of instances is tedious. Using KeyPairs is also not an option. Can Someone help?

Try using AWS Lambda. Well an event should get triggered when an object is created in S3 by CloudTrail. This will cause a lambda function to execute. Thus parsing S3 object to create Tag.
